The Hong Kong Rugby Football Union (HKRFU) are delighted to announce that the Scottish Governments CashBack for Communities Programme and Hong Kongs Operation Breakthrough initiative will work together, sharing experience and learning valuable lessons as they seek to lower youth offending and promote positive and healthy lifestyles.

In a rugby activity at the Police Sports and Recreation Club yesterday, 10th December, Scottish First Minister Alex Salmond joined Secretary for Home Affairs Mr. Tsang Tak-sing and HKRFU President Brian Stevenson, as well as representatives from Scottish Rugby to watch young people from Operations Breakthrough play rugby sevens. Local club side Hong Kong Scottish also played Disciplines Services which featured Hong Kong national player Tsang Hing-hung.

At the activity, First Minister Alex Salmond said, Sport is a power for enormous good among young people, giving them positive role models, keeping them fit and teaching them about teamwork, discipline and fair play. That is why sport plays a key role in our immensely successful CashBack for Communities Programme, which uses money confiscated from criminals to broaden the horizons of thousands of youngsters through hundreds of activities throughout Scotland.

An important strand of that work is the use of rugby sevens as a powerful coaching tool in the Scottish Rugby CashBack Schools of Rugby programme and I am delighted to announce today that rugby will form the key part of a new partnership between CashBack and the hugely impressive Operation Breakthrough here in Hong Kong. The developing relationship between Scottish Rugby, CashBack and the HKRFU will enhance rugby both home (in Scotland) and here (in Hong Kong) and benefit both communities.

Secretary for Home Affairs Mr. Tsang Tak-sing added, We welcome the strengthening of sporting links between Scotland and Hong Kong, and in particular the new partnership between Scottish Rugby, CashBack and the HKRFU, which will benefit young people in both places. The HKRFU has taken tremendous strides in developing rugby throughout the community, and it is a feather in their cap that they have received such recognition from Scottish Rugby, which is one of the worlds leading rugby unions.

The sport of rugby sevens has branched out significantly from its original roots in Scotland. We like to think of Hong Kong being seen as sevens second home, given the international popularity of our annual rugby sevens tournament. I am delighted that the Scotland Sevens squad will be here in advance of the 2012 tournament to help coach young people in Hong Kong, and I am sure that we will see strong local support for Scotland at next years sevens.

The HKRFU welcome the great sporting link with Scotland, which not only promotes rugby, but also helps youngsters at-risk to lead a healthy lifestyle.
